Meta Introduces Dedicated Exclusion-Only Audiences for Ad Sets
Meta has added the ability to create exclusion-only custom audiences for ad sets, providing a dedicated method to exclude people from ad targeting. This feature helps advertisers avoid showing ads to those who opted out or are legally restricted, and serves as a guardrail against accidental inclusion.

Meta has introduced a new option for advertisers to create exclusion-only audiences for Meta ad sets, offering an additional method to omit specific individuals from ad targeting within the app.
As Meta explains: “An exclusion-only custom audience is a type of customer list custom audience that can only be used to exclude people from your ad audience. Unlike a regular custom audience, an exclusion-only custom audience cannot be used to include people in your audience.”
Why would advertisers want to prevent certain people from seeing their ads? Meta states that exclusion-only audiences can ensure that individuals who have opted out of a business's products or services no longer encounter those promotions, thereby reducing wasted ad spend. Additionally, this feature can be used to exclude people that a business has “a legal or regulatory obligation not to target,” according to the company.
Meta also notes that the option can serve as a permanent safeguard against accidental inclusion when using custom audiences. Essentially, it expands custom targeting capabilities, enabling businesses to protect against unintended ad exposure through other means.
“As an advertiser, you can use a regular custom audience to include and exclude people from your ad audience,” Meta elaborated. “If you use an exclusion-only custom audience, however, you can only exclude people from your ad audience. You can’t use an exclusion-only custom audience to include people in your ad audience, and you can’t change an exclusion-only custom audience to a regular custom audience after it’s been created.”
Beyond Meta’s own guidance on potential applications, Facebook ads expert Jon Loomer advised that this option could be valuable for excluding employees, thereby eliminating costs associated with ads that yield no value. Other use cases may exist, though for the most part, these could already be handled through existing custom audience exclusions.
